| Marl - Communication and urban renewal. The town Marl was created in 1936 from the amalgamation of
several villages. Consequently, there is no natural town centre. In the 1970's,
a combined shopping and residential centre known as "The Marl Stern,"
(Marl Star) was opened in what was originally the village of Marl, whose population
was expected to rise. However, the forecast that the rise would be from approx.
91,000 to approx 250,000 proved to be too optimistic. In fact, the population
has stagnated despite an increasing foreign presence. The "Marl Star"
is now suffering not only from these effects but from architecture that is no
longer considered attractive. Furthermore, it is unlikely that more jobs will
be created by the only large employer in the area. Recently, in an attempt to reverse outward migration and to
attract new residents, local authorities have been offering building sites at
attractive prices. Simultaneously, the industrial area is being extended and will
in future border a long-standing residential area of single-family houses. Consideration
is also being given to measures that will enhance the attraction of the inner
city, especially the "Marl Stern." Unfortunately, one factor that would
aid a successful conclusion of these projects has not taken place: the local residents
